[arm] Fix warning in parsecpu.awk

In awk, single quotes within a quoted string do not need escaping.  The
existing code causes awk to grumble in the build logs.

	* config/arm/parsecpu.awk (gen_comm_data): Do not escape single
	quotes in quoted strings.
