[RFC,13/16] hw/arm/virt: don't use smp_cpus, max_cpus

Use MachineState.cpus or own copy from VirtBoardInfo.cpus instead.

(Congratulations mach-virt, you're the first machine type to be
 cpu topology globals free!)
